Sweden has introduced new immigration rules that affect young adults who previously lived in Sweden with a residence permit based on their relationship with a parent.

The new rules entered into force on October 1, 2026. They also introduce changes for people applying to join family members in Sweden and for some people extending family-based residence permits. Migrationsverket

For some young adults, the changes create a new possibility to continue living with a parent in Sweden after turning 18. 👤 Who can benefit from the new young-adult rules?

Previously, residence permits based on family ties to a parent generally concerned children under 18.

From October 1, 2026, a young adult who previously had a residence permit as a child may, in certain circumstances, apply to extend their permit based on family ties to their parent.

The new rules cover people who:

  • are 18 but under 21, or
  • are 21 or older, live with their parent and have a special dependency relationship with that parent that goes beyond the normal relationship between an adult child and parent. Migrationsverket

This does not mean that every person who turns 18 automatically receives a new residence permit. The applicant must still meet the requirements for the relevant permit.


📌 What if the young adult already received an expulsion decision?

A temporary arrangement has also been introduced for certain young adults who have already received a decision requiring them to leave Sweden.

Until December 31, 2027, a person who has turned 18 may, in certain cases, apply for a residence permit based on family ties to their parent without first leaving Sweden.

According to the Swedish Migration Agency, the relevant conditions include having:

  • held a residence permit as a child after October 1, 2023, and

⏰ Important December 1, 2026 deadline

There is an important date for people whose expulsion decision has had its enforcement temporarily suspended by the Swedish Migration Agency.

Migrationsverket says these individuals should submit a new residence-permit application as soon as possible and by December 1, 2026.

💼 Young adults may also apply for work permits from Sweden

One of the most significant temporary changes concerns young adults who want to move from their previous child-based residence permit to another immigration route.

Between October 1, 2026 and December 31, 2027, certain eligible young adults can apply from inside Sweden for a:

  • work permit, or
  • residence permit for university or university-college studies. Migrationsverket

Normally, applicants may need to apply for these permits from outside Sweden and receive the permit before entering the country.

The temporary rules create an exception for certain young adults who previously held a residence permit as children because of family ties to a parent.

However, there is an important distinction:

The new rules allow eligible people to apply from inside Sweden, but they still have to meet the normal requirements for the work or study permit.

The October 1 reforms are not limited to young adults.

Sweden has also introduced stricter requirements for people in Sweden who want family members to obtain residence permits to live with them.

One major change is a new two-year residence requirement for certain reference persons holding temporary residence permits.

As a general rule, the person in Sweden must have lived in Sweden with a residence permit for at least two years when their family member applies. Migrationsverket

There are exceptions for certain groups, including some:

  • workers,
  • researchers,
  • doctoral students,
  • EU Blue Card holders,
  • ICT permit holders,
  • unaccompanied minors and their parents.

💰 Sweden also increases the maintenance requirement

Another important change concerns the maintenance requirement.

From October 1, the amount that the person in Sweden must have available after paying housing costs has increased.

The requirement also now applies in certain applications to extend a family-based residence permit. When considering an extension, Migrationsverket can generally take the family member’s income into account if the income of the person already living in Sweden is not enough to meet the requirement. Transitional rule

There is an important exception for some existing permit holders.

If a person was granted their current residence permit before October 1, 2026, the increased amount does not apply to their extension application if they apply by October 1, 2027.

No.

The new rules expand the circumstances in which certain young adults can apply for residence permits, but an application must still satisfy the relevant legal requirements.

  • the person’s age,
  • their previous Swedish residence permit,
  • their relationship with the parent,
  • whether they live with the parent,
  • whether there is a qualifying dependency relationship,
  • whether an expulsion decision has been issued, and
  • which type of new permit they are applying for.
